Windows 8 will NOT start v83

I have Legitimately been trying to startup v83 for the past HOUR, it was working before but now it will not startup at all. Is there still no real solution for Windows 8 and Older versions? I have tried lolwut, C++, Reinstall, compatibility, all of the solutions that were posted I have tried and it still will not startup.
It gives the parameter error.
