Help with my server....I can't get it up...no no not like that

So I'm trying to create my own server for me myself and I. For some reason winscp can't find my server. The IP is 192.168.1.100 but when I try to log in using winscp it doesn't connect for some reason. Please help and thank you in advance,

Can I run it without winscp??
