Bypass Voting Restrictions on a Private Server

Hello. There's a private server called Zero ESO for Ether Saga Odyssey(Ragezone's subforum for this game is dead, that's why I'm posting here) and I'm trying to bypass its voting system and so far I can't figure out how exactly it works.
If you want to test it yourself:

Launcher : TinyUpload.com - best file hosting solution, with no limits, totaly free
Registration: CoreZ Passport Center » Register a Passport ID

You need to create 2 accounts, for the first account you do the vote as normal.
And you need the second account to test if you bypassed the voting restriction when you try to vote on a different account.
Click on the launcher, it'll do an update check and then just click on the Vote Job button and you can go through with the voting.
After you do the entire vote, change the config dates to earlier dates and then relaunch the voter and try to vote again on the 2nd account.

Observations:

If you do a vote with the first account it'll act normally, no problems.
If you try to vote with the same account on the same IP, it won't let you.
If you try to vote with the same account on a different IP, it won't let you as it logs the server sided data.
If you try to vote with the second account with a different IP, it says that your computer has already voted and you need to wait 12 hours. (This is the main problem)


Tried solutions:

VPN with several IP changes
MAC Spoofing
Reinstalling
Config manipulation (changing dates)
Browser cache/cookies deleting
Changing system name/date
& Other small changes
-----------------------------------------


I'm trying to find a way to bypass this and find the source of how and what exactly it does to determine if our computer has voted or not already within a time period.
