Dual Blade 4th Job - Previous Skill Insufficient

Hi everyone, so i got alot of skills working but there are still a few left

One thing is when i job advance to the last one (4th job) i cant apply any skill points because it says previous skill insufficient. But they are all max?

Also meso guard seems to be weird. It applies the skill but doesnt take away meso and doesnt half the damage either.

Also pirate 1st job, there is a skill called dash. The animation shows but the skill doesnt give the buffs.
