help to open ItemToolTipText S15

HI ! I'm adding items and I need to open ItemToolTipText.bmd (S15), I've been trying with all programs and in all ways, I don't need to edit the file, i just READ the line information, to copy, could someone please help me?maybe provide the original itemtooltiptext in text file, or anything, I don't have an IGCN tool, and I've tried all of them on the internet, they open but everything is in buggy Korean
I'm over 5 hours trying to open this file
